Luis was deputy chief of staff to Chavez and was a leading voice behind Marea Socialista. When Marea Socialista split around 2016, he went with Stalin Perez to create Luchas, Luis now works with a critical left grouping called Comunes, although he has been in ‘exile’ in Brazil for several years. He is a supporter of the Fourth International.
